Core Transition Planner
Project seat demand per course, department and term across the phase-out of the legacy core and the phase-in of the two-thread core. Lock a requirement, record instructor lines against it, check room capacity, and roll it up for the Provost.

Give it parameters — how many academic terms and how long, how many periods a day teaches, which alternation, which periods PE, IC and airmanship take — and it generates that course of action, maps it onto the real AY 2028-29 calendar, and prints a metric set over it.
